JAKARTA - For the umpteenth time, Indonesia failed become member of the International Civil Aviation Organization (ICAO). Not only that, the Flight Information Region (FIR) over the Natuna archipelago were until now still controlled part of Singapore. Two of the above is feared to cause problems of state sovereignty.

"The impact (FIR controlled Singapore, red), Singapore could see what was underneath, the waters, the mainland can be seen, and all the information can be converted into intelligence," said the former fighter pilot of Air Force (AU) and lecturer defense management in Defense University (IDU), Vice Marshal (ret) Kusnadi Kardi at Indonesia Aviation and Aerospace Watch (IAAW)
national seminar in Jakarta, recently.

On potential threats to national security, the capacity of water power Indonesia must act to protect the effectiveness of Poros Maritim world program launched by President Joko Widodo.

"Law No1 of 2009 on flights has instructed the government to take over the FIR Natuna immediately. Sovereignty was set in stone. It's been about 70 years of the sovereign territory of the air above the Riau Islands and Natuna delegated the International Civil Aviation Organization (ICAO) to Singapore. It is time we take over, "said Kusnadi.

"We also need to put representatives of Indonesia, which has the capability of diplomacy and understanding of water safety and water power in the Homeland to be able to fight for the position of Indonesia in ICAO," he added.

Two of the above problems are compounded by the fact that so far Indonesia has not had laws regulating the country's sovereignty in the air.

"What's available now is the State of Law Decree No.43/2008 about Regional State different from the State Sovereignty Act. Act No.1/2009 on Aviation also not. So very little of how to manage the country's sovereignty in the air," said the observer of defense and aviation, Vice Marshal (ret) Subandi Parto on the same occasion.

Earlier, observers flights, Marshal (Ret) Chappy Hakim also asked the Air Force (AU) immediately draft the Air Sovereignty Act.

"What we must do is enforce the air sovereignty. We must have the appropriate managerial international provisions. Law was one of the instruments," said
this former Air Force Chief.
