JAKARTA - Muhammadiyah will report two officers belonging to the police's elite anti-terror unit Densus 88 for the murder of a terror suspect this weekend.
A weeks long ethics tribunal staged by the National Police's internal affairs unit against the two officers ruled earlier this week that they were only guilty of procedural breach and ordered them to apologize to the force, in a shock ruling which has drawn the ire of human rights activists.
The officers, believed to have caused the death of 34 year old Siyono, will also be demoted for at least three years, the closed door tribunal concluded.
"We knew the police would never have imposed firm sanctions against violations committed by their own officers," said Dahnil Anzar Simanjuntak, Muhammadiyah youth group chairman on Thursday (12/5).
"It wasn't a fair decision. We're talking about human life here. We will report the officers to the Klaten Police this Sunday for committing murder," he added.
But the National Police defended their decision, saying the two Densus 88 officers were merely negligent and there was not enough proof that they have committed a criminal offense.
"The evidence shows they have not committed a crime. But they did fail to follow standard operation procedures when carrying their duties," Police spokesman Brig. Gen. Boy Rafli Amar said on Thursday (12/5).
"We will process the report from Muhammadiyah, but any further investigation will again depend on the available evidence," Boy added.
Two members of Detachment 88 Antiterror Police Headquarters, AKBP T and Ipda H sanctioned form of not believe demotion in the verdict from the code of conduct relating to the death of terrorist suspects Siyono. In the decision, both are obliged to apologize to the police institution.
Furthermore, both of them not believe demoted, that is not recommended to continue at Detachment 88 and will be moved to another work unit.
Siyono reportedly kept a handgun on him and attacked one of the Densus 88 officers in Klaten while being transported by car to Yogyakarta around two months ago.
One of the Densus officers was watching Siyono who was not handcuffed while the other was driving. A scuffle then broke out inside the car, during which Siyono allegedly bumped his head violently, leading to the subsequent death of the Klaten resident.
But an autopsy performed by doctors affiliated with Muhammadiyah revealed Siyono died from being assaulted with blunt objects to the chest, which caused his bones to break towards his heart and caused it to stop beating.
The autopsy, which was conducted days after the incident at the request of his wife, also found no self-defense wound on his body.
National Police chief Gen. Badrodin Haiti later admitted to the use of force, saying his officers had indeed kicked Siyono in the chest.
