JAKARTA - Number of HIV-AIDS cases were detected in Indonesia continues to grow. Report from Ministry of Healt (MoH/Kemenkes) RI as of February 26, 2016 shows the number of cumulative cases of HIV-AIDS from 1987 to December 2015 to reach 268,185. Consisting of 191,073 cases of HIV infection and 77,112 AIDS cases with 13, 319 deaths.
"The thing to remember is that the Ministry of Health (Menkes) reported numbers do not describe the actual number of cases in the community," said Syaiful W Harahap, activists in AIDS Watch Indonesia (AWI) to Sindonews, Tuesday (1/3).
Because the spread of HIV-AIDS is closely related to the phenomenon of the iceberg that is the reported cases (268,185) is described as the tip of the iceberg that appeared on the surface of the sea, while the cases are not detected in the community described as an iceberg below sea level.
Cases of HIV-AIDS in society that are not, according to Syaiful, will be a chain of spread of HIV in society horizontally, among others through unprotected sexual intercourse on the inside and outside of marriage. To break the chain of HIV-AIDS in the community.
"Cases of HIV-AIDS is not detected to be found," said Syaiful.
In that regard, according to him, governments are encouraged to make regulations so that there are systematic ways to detect cases of HIV-AIDS in the community with not against the law and does not violate human rights (HAM).
In a conversation with Prof. Dr. Zubairi Djoerban, SpPD, KHOM, AIDS experts at the FK UI, mentioned that in the United States (US) government hospitals, all patients compulsory were tested HIV for regardless of disease. It is not illegal nor violate human rights because there are choices of treatment to non-government hospital.
In addition to requiring patients who went to a government hospital to undergo an HIV test, can also be made regulations that would require couples to undergo HIV test counseling when the wife was pregnant. If the husband's sexual behavior at risk of contracting HIV, the husband compulsory HIV testing. This step will rescue the baby from the mother's risk of HIV terular detected because if the mother has HIV-AIDS prevention program it will run out of mother-to-baby.
With the number of cases nearing 300,000 is time the government running a prevention program that is concrete, especially in the upstream, namely in men who become customers of commercial sex workers (PSK) is through program 'to wear a condom' for men every time sexual intercourse with sex workers.
"The problem is the practice of prostitution in Indonesia is not localized through regulation," said Syaiful.
In fact, the government through the Ministry of Social (Kemensos) RI targets to close all brothels in Indonesia. That means the practice of becoming prostitutes could not be reached so the program 'to wear a condom' was unworkable.
"Because there is no program that can run on upstream so that the number of cases of new HIV infections could be lowered, especially in men through sexual intercourse with sex workers, it is concerned that the spread of HIV-AIDS uncontrolled will come to the 'explosion of AIDS cases'," Syaiful said.
