JAKARTA - Some time ago, TNI Chief Gen. Gatot Nurmantyo claimed trimmed authority by issuing the Regulation of the Minister of Defence No. 28/2015 on National Defence Planning System. This causes TNI do not know the budget and purchase of defense equipment.
In this regard, Minister of Defence Ryamizard Ryacudu ask himself no longer pitted-compete with TNI Chief.
"Regulation No 28 was not new anymore. One million percent no (pruning authority). I'm tired asked about it continues, as I pitted (with TNI chief)," said Minister of Defence, Ryamizard Ryacudu after handover of 15 First Article (FA) product program from Defense Industrial Technology Development (Bangtekindhan) in Jakarta, Tuesday (14/2).
Ryamizard added, it is based on the rules that the user's authority of budget held by the Ministry of Defence. Because the military is not a state agency. So it has become imperative regarding the budget held by the Ministry of Defense.
"TNI was not ministry and not a state institution. No power to use budget, so that we set up," he said.
Earlier, in a working meeting of Commission I, TNI Chief Gen. Gatot Nurmantyo claimed not to know regarding the purchase of AW-101 helicopters. Gatot said that he was no longer able to control the purchase of defense equipment budget in three dimensions, both the Air Force, Navy, and Army.
According to Gatot, it's ignorance because authority has been trimmed by issuing the Regulation of the Minister of Defence No. 28 of 2015 on National Defence Planning System.
