Immediately Complete Alleged of Rice Scandal

JAKARTA - The Indonesian Consumers Foundation (YLKI) and National Leadership Council of the Indonesian Employers Association (DPN Apindo) agreed that dispersion of rice scandal alleged by PT Indo Beras Unggul (IBU) will be resolved soon.

"It should be solved quickly, it can not be allowed to float as it is today, not just confused business people, the society as consumers more confused again," said Coordinator of Complaints and Law YLKI, Sularsi in Jakarta on Sunday (30/7).

Sularasi said, if there is a criminal element in the case of PT IBU should be brought immediately to the realm of law. Conversely, if not found criminal both scandal and hoarding or misuse of farm subsidies should be announced.

"When it is done quickly then the consumer society is calm, no longer troubled by the growing issue that premium rice is mixed with subsidized rice," he said.

He explained, there are somethings m
ake consumer and business confusion on information raid of PT Indo Beras Unggul (IBU). Among other things, if there is a business or cartel competition, it turns out that PT IBU only controls one percent of the market in Indonesia.

In addition, Sularsi said, even if subsidies, the subsidized model is violated including which. Moreover, in the SNI set the rice class that includes the quality, the integrity of rice, granules and the level of menir.

"So this can not be said of the business competition of rice, so we ask the government to immediately finish the rice problem in PT IBU," he said.

Previously, the Business Competition Supervisory Commission (KPPU) ensured that the legal process of alleged rice sc
andal alleged by PT Indo Beras Unggul (IBU) went on.

The process is now in Food Task Force consisting of KPPU, Ministry of Trade, Ministry of Agriculture, and National Police. Food Task Force has not decided anything about this case. However, that does not mean the process was canceled.

"We do not call any violation, abuse of power, monopoly, cartel, I am shocked as we annulled (the legal process). This is what the Food Task Force namely the Ministry of Trade will check the distribution chain, Ministry of Agriculture from the upstream side, KPPU from the field of administrative violations and police about criminal matter," said Chairman of KPPU, Syarkawi Rauf in Jakarta on Saturday (29/7).

Syarkawi explained, the sealing of rice in PT IBU factory is the authority of the police. All members of the Food Task Force are now working on the case.

"We do not have the authority for the police line, related to the criminal aspects of the police team, they are working on the criminal side, we are from competition law, the Ministry of Commerce from the side of the distribution chain, and the Ministry of Agriculture from the upstream," he said.

From the KPPU side, Syarkawi added that his office works based on Standard Operating Procedures (SOP). First, check the competition side of the company concerned, whether they have control in the market or not. If it turns out to have a dominant position then KPPU will check what its behavior in setting the price to the final consumer take profit as much as possible.

"What is the big advantage or not in doing business and then we take it to the examination in the trial decide guilty or not. Society needs to know, so this is not confusing," said Syarkawi.
